It's from Family Guy... the episode titled "Don't Make Me Over" from Season 3.

I wish I could find a clip of the scene. Peter is in a clown suit and he's making Bush laugh and then in his enthusiasm, Bush knocks a snow globe off of his desk and begins to cry.

Huh. That particular DVD is in the machine. I popped it in on Sunday night, I think it was, to watch "North By North Quahog" while I was eating dinner.
